Selectmen’s Meeting Minutes
Thursday – May 12, 2005 – 5:45 pm
Present: Selectmen - Chairman, George Rainier; Selectman, William Brooks;

6:00 – Tax Collector, Robert Geisel – Year to date update –
Geisel reported to the Selectmen things are going well for him. He has no problems to report. However, he discussed the following:
· Geisel said he is having a problem with the Tax Collect Software. He cannot enter revenues until a warrant is created, he cannot post current use payments if the lots are not yet in the system. He further stated there are a lot of subdivisions happening and there is no accountability. Administrative Assistant discussed with Geisel that she spoke with Nancy Watson from Avitar about this; Nancy said the lots can manually be entered and this has been discussed in the past. Geisel said he would like to ask Gary Roberge to address this issue.
· The auditor was here this week, only question he had for Tax Collector was to have a report of “unassigned credit”; Geisel further reported the system won’t do that report. Again, he worked with Nancy Watson to create this report, they could not create it, and however Avitar is working towards figuring something out.
· Going to training session, sponsored by Avitar on June 6th, will ask Deputy to attend if she can. Will ask Gary Roberge if the wording for lien notices can be tailored.
· Auditor and bob went over open receivables for past years; still have “Unknowns” with uncollected taxes. No determination as to if these parcels exist, would like direction from the town. Either abate the tax or deed the property. There are approximately 12 parcels.
· Warrant will be out shortly; bills should be out June 1st, due July 1st.
6:15 – Librarian, Gail Smith – Year to date update – Mrs. Smith had to cancel her appointment will be here next week
Appointments:
6:30 in accordance with RSA 91-A:3 II (C ) motion by Selectman Rainier to enter into non-public session, seconded by Selectman Brooks. Voted affirmatively
6:45 motion by Selectman Rainier to come out of non-public and to further seal the minutes. Seconded by Selectman Brooks. Voted affirmatively
Decision: To allow Alison Wozmak to put a short statement in the Spirit explaining when/where her continued gymnastics programs are being held. To further discuss with the Parks & Rec. Director to direct any questions from residents and/or previous participants in gymnastics to Alison Wozmak directly.
6:50 - Resident, Mr. Robert Reardon – Mr. Reardon discussed recent demolition of a building that has taken place at the Greenfield Inn, Mr. Reardon reported to Selectmen that the rubble being dumped into the Emma Gipson Forest. This is located directly behind his house and he has noticed this continued dumping. Discussion followed.
Decision: Selectmen will notify the Code Officer, Peter Hopkins and ask him to look into this.
7:00 – Resident, Gene Mitchell – Mr. Mitchell asked the Board of Selectmen what is happening regarding the property down the road from him, on Sawmill Road, with all the unregistered vehicles in the yard? Rainier stated the Board of Selectmen are trying to take care of several loose end matters, they will bring this up to the Code Officer again. Mr. Mitchell also commented about the lot across the street (R2-17-1) which has several junk vehicles, tires and sorted miscellaneous junk. What can be done about this lot? Again, Selectmen will report this to the Code Officer.
Mitchell reported another lot to check is R1-34 – unregistered vehicles and an unapproved business.
Mitched further asked why there have been two co’s issued on the properties built on the subdivision near warehouses? He commented the driveway has not been completed as specified by the Planning Board, Fire Dept., and Highway Dept. – He asked why are these specifications set if they are not followed through?
Decision: Selectmen stated they would make note of this and discuss with the various departments as well. They will also notify the Code Officer, Peter Hopkins and ask him to report of the status of these properties.
On – going matters:
New Keys – Administrative Assistant recently contacted Bill Harper – No news yet - he is busy will be in touch with me early next week. Selectman Brooks spoke of other locksmiths who might be available.
Waste Water Project – The project is scheduled to begin on Monday. With regards to the right of way to the lot, Selectmen will notify Mr. Delay that the construction company will be starting work on May 16. Mr. Delay should let his tenants know. No vehicles should be parked in the way. Hours of operation will be 7:00 am –5:00 pm, Monday –Friday.
The NH DES is going to have Sanborn-Head do some additional testing on the site; this additional testing will be of no cost to the town.
Administrative Assistant needs to copy the time schedule of the construction of the project and provide Selectmen with a copy.
Septic System Operational Guidelines – No action has been taken, this will remain on the agenda until it is adopted.

Mail – Selectmen reviewed the misc. incoming mail –
PILOTS – Meeting with LYRIS, Inc. & Jim Rice on May 26th to renegotiate the PILOT; also Selectmen & Mr. Rice will discuss Brantwood Camp and send letter proposing PILOT- Selectmen would like to review all the information on LYRIS and Brantwood before that scheduled meeting. Administrative Assistant will have the paperwork available for Selectmen on May 19th for review and discussion.
Recycle Center – The meeting to be held at the Recycle Center to discuss the proposed loading dock, has been rescheduled for 5:30 on Thursday – May 19. Administrative Assistant will notify Selectman Dumas, Mr. Pelkey and Mr. Fox of this meeting.
Old Bennington Road – Speed Limit issues (Peterborough Side) – will discuss this with the chief of police to see what can be done.
Swamp Road – ( R3-44) – Home Business – Selectman Rainier brought to the attention of Selectman Brooks the minutes of ZBA meeting of January 18, 2005, Selectman Brooks read the minutes. ZBA directed Mr. Balcolm (case 05-1) to get in touch with Planning Board Chair, Robert Marshall to set up site plan review hearing with Planning Board. To date that hasn’t happened. Selectmen will send Mr. Balcolm a letter requesting him to contact the Planning Board.
Mtg. House – The Church has requested use of the Mtg. House the week of Aug. 1 between the hours of 8:00 am-1:00 pm for Sunday School classes. Mr. Warren Aldrich asked to leave all their posters etc. up; Administrative Assistant asked Selectmen if this is ok with the Board?
Decision: Selectmen Brooks & Rainier both stated that no posters are to be left up, no religious paraphernalia etc. is to remain overnight. Other organizations utilize the building and could be offended.
Chimney Pointing – Mr. Fairfield has tentatively scheduled pointing the two chimneys & installing the caps for May 24th & 25th. Cleaning flues & water repellent was also included in his bid
Decision: Selectmen only want one flue to be cleaned, the other one isn’t used. The flue nearest Forest Road should be cleaned. Mr. Fairfield can adjust price accordingly. Administrative Assistant will ask the police to put police tape near building to keep people away in the chance of falling debris.
State Park Recycling Ctr. – It was discussed if anything is to be done with regards to this request from the State Park Selectmen would like to discuss this with Mr. Pelkey before any contractual agreements are made and/or signed.
With no further business, Selectman adjourned the meeting at 7:45 pm. Next scheduled selectmen meeting will be Thursday, May 19, 2005 @ 5:45 pm.
